		<description>If costs of study are significantly increased, it disadvantages poorer people. I strongly believe that you should be allowed to study at university based on academic merit not on how much money you have.</description>

		<description>Heh. I once wrote a bit of policy as a leg-pull calling for HECS to be widened to become HECCS (Higher Education Credit Card Scheme) and allow for its use as an interest-free cash loan to students. Shame AYL couldn't have taken the more thorough position.</description>
