		<description>James - In this legislation, there are specific processes for revocation, so I don't think any such provision could be implied if absent. I don't dispute the principle that what can be granted should be able to be take away if the original condition of the grant is taken away. This was probably presented to Gillard as a 'technical' amendment, which at one level it is. But because of the original flawed policy, it could mean that students who don't even know who owns their higher ed provider are disadvantaged.

Rajat - The irony is that the multinational operations affected by this law probably have better management than small purely local operations. It's just not 'central' management in Australia.</description>

		<description>Andrew, if the Minister has the power to grant FEE-HELP status, he should have the power to revoke it. Grants of power to do something are normally construed to include the power to undo that thing. If that helps make you feel any better.</description>
