On what do classical liberals and conservatives agree?

Early last year I wrote a post on common ground between classical liberals and conservatives. The Australian political identity survey helps me test my argument, though given the relatively low conservative response rate I have combined the answers of those who described themselves as ‘conservatives’ (69 respondents) and those who described themselves as ‘social conservatives and economic liberals’ (94 respondents). Because of this, I have not analysed responses to economic questions, as the economic liberal responses would dominate. The comparison charts can be found here.

As I thought, conservatives and classical liberals hold similar views on schools – neither gives majority support to monopoly curriculum, and larger numbers agree rather than disagree that while the government should help fund school education, it should not deliver it. Both groups disagree that the trend away from federalism is a positive development (both groups, though much more so conservatives, are Coalition voters – the Howard government was way out of line with its ideological supporters on national curriculum and other forms of centralisation).

I thought conservatives and classical liberals would hold similar views on anti-discrimination law. Conservatives are considerably more likely to think that it should be repealed altogether. However, on the current debate – whether or not the exceptions to anti-discrimination law should be preserved – conservatives and classical liberals are both firmly on the side of exceptions.

I thought both groups were welfare sceptics, and this is certainly true. Both very much oppose further redistribution of income and tax-funded maternity leave. Conservatives are also more sceptical of family benefits than I would have thought, though not as sceptical as classical liberals.

Inevitably, however, there are differences, particularly on some social issues – though these are not as large as expected.

Non-existent ‘neoliberals’ and ‘neoconservatives’?

1,201 people answered the Australian political identity survey question on which political philosophy they identified with. Of these, the single largest group (a third) regarded themselves as social democrats. Just over 20% called themselves classical liberals, 15% described themselves as libertarians, 8% saw themselves as greens, and conservatives made up 14% of the sample, 8% describing themselves as social conservatives and economic liberals and 6% simply as conservatives.

Another 9%, 106 respondents, did not find their own beliefs in the political labels I chose. The single most popular response among these was ‘socialist’ or some variant on that, with 16 socialist respondents and 1 Marxist. ‘Social liberal’ or some variant on that was the next most popular from 14 people, with a couple of small-l liberal responses as well. We also had people who wanted to be simply a liberal, a liberal conservative, and a liberal democrat.

Though academics and commentators routinely discuss ‘neoliberals’ and ‘neoconservatives’, not a single person used those labels to describe themselves. In my question on which political intellectuals respondents had read, the ‘neoconservative’ thinkers – Irving Kristol and Leo Strauss – were the least read. Even among self-described conservatives and social conservatives, only 14% had read anything by Kristol and just 8% had read anything by Strauss.

It raises again the question of whether labels like ‘neoliberal’ and ‘neoconservative’ have descriptive or analytical value. My own reading of work by local academics (eg here or here) suggests that the main effect of the labels is to lead them down the wrong path, importing global academic concepts (neoliberalism) or distinctively American political ideologies (neoconservatism) rather than trying to understand the local variants of liberalism and conservatism.

Australian political identity survey – last chance

I’ve had many more responses to my survey on Australian political identity than I was anticipating – 1,155 as of a few minutes ago. But the more the better, so if you have not yet taken it and you feel that a political label such as classical liberal, libertarian, conservative, social democrat or green describes you, please help what I think is the first-ever Australian research into this topic and do the survey here.

I’m going to start analysing the results on Good Friday, so you need to complete the survey by 8am Friday 10th April for your answers to count.

Australian political identity survey

As a classical liberal, I am the kind of person people like Kevin Rudd or the academic left are talking about when they use the term ‘neoliberal’. However, their descriptions of ‘neoliberalism’ often seem to be, if not totally inaccurate, crude caricatures of what people like me actually believe.

My impression from years of talking policy and politics with a wide variety of people, and editing a classical liberal magazine, is that even among those willing to identify with a particular political philosophy their actual views are (depending on how you look at it) more complex or less consistent than simply following the logic of their philosophy wherever it might take them.

To try to see to what people with different intellectual political identities believe, and on what they agree and disagree, I have devised an online survey of about 40 questions. There is a question on party support near the end, but the main point of the survey is to see what people willing to identify as classical liberals, libertarians, conservatives, and social democrats believe, regardless of their party affiliations. I’ll publish the results over Easter.

The Rudd conservative social democrats

Over at Catallaxy, Jason Soon is highlighting the conservative nature of the Rudd government.

In this post, he picks up on the campaign being run in recent days by The Australian on the government’s IR legislation, which will have very negative effects on restaurants and cafes. Modern left-familists and 1950s conservatives are united in trying to make life difficult for those operating outside 9 to 5 Monday to Friday (except of course the Rudd government itself, with its absurdly over-worked staff).

In this post, he has another go at the government’s internet censorship regime. I think the outrage in question may rely on older laws, but even 20 years ago Labor would not have been on the side of the censors like this government is.

He could have added the activities of Nicola Roxon, a 21st century version of the 19th century temperance activist.

And let’s not forget that Rudd is outdoing Howard on family handouts.

On the theory that all Australian governments are some mix of conservatism, liberalism and social democracy, I thought this one might be predominantly liberal and social democrat, but at this stage it looks like it is predominantly conservative and social democrat. My two least-favourite parts of the modern Western tradition.

The ‘megalothymic’ right

In a Culture Wars chapter called ‘Us and them: national identity and the question of belonging’, ANU academic Kim Huynh organises his argument around the ideas of ‘megalothymia’, which he says ‘denotes a desire to be recognised as superior and separate’, and ‘isothymia’, which lends itself to ‘multiculturalism and multilateralism’.

Huynh argues that the Howard government shifted us ‘decisively to the megalothymic right’ (I predict this label will not catch on). The dog whistlers in the Howard government ‘seek to split society along ethnic lines between the white “us” and the coloured “them”.’ The groups he specifically notes as being targeted by the Howard government are Muslims, people from the Middle East, and the Sudanese.

As we might expect, there is plenty in this chapter about refugees. Certainly, the Howard government treated unauthorised arrivals harshly, signalling a clear intention to maintain control over who enters Australia. So there can be no disputing that immigration policy assumes that there are some individuals who should be denied entry. But can we read into it an assumption that some groups should not be admitted or singled out for especially tough treatment?

Am I a ‘moral conservative’?

In the Culture Wars book, Norman Abjorensen describes me as a ‘moral conservative thinker’. Yet again the left’s labels for the right seem chosen according to mood rather than meaning. The footnote at the end of the sentence is to this 2002 Quadrant article on the right’s labels for the left, which apart from its place of publication provides no hint as to my views on moral issues.

So what is a ‘moral conservative’? According to the book’s introduction, the terminology is ‘imprecise’ (an understatement). But

…the conservative side [liberal progressives being the other] tends strongly to an Augustinian pessimism at the base of their thinking about human society, and the necessity therefore for traditional modes of authority, for simple moral codes to maintain order and provide direction for the masses and for a unified, patriotic approach to national identity.

I have hundreds of thousands of words on the public record; these do not strike me as major themes of my writing. Indeed, I have hardly mentioned them. Across the issues that are discussed in the context of conservative politics in this book I am for the most part either not very interested (eg history wars) or opposed to the conservative view (eg euthanasia, family payments, gay marriage, censorship). (Migration is a partial exception to this, but the confused account of this issue in the book, not written by Abjorensen, needs a separate post.)

This lack of support for conservative views is hardly surprising. I am, as my blog says, a classical liberal. I support classical liberal causes. I work for a classical liberal organisation. So why can’t Norman just call me a classical liberal?

How useful is ideology in political analysis?

In his much discussed, though little praised, essay in The Monthly Kevin Rudd attributes the global financial crisis to what he calls ‘neo-liberalism’, aka ‘free-market fundamentalism’, ‘extreme capitalism’, ‘economic liberalism’, ‘economic fundamentalism’, ‘Thatcherism’, and the ‘Washington Consensus’ (the PM’s political thesaurus was getting a good workout).

But how useful are ideologies in anlaysing politics? There are certainly rival explanatory theories. In journalism, as commenter Alan C complains, the focus tends to be on personalities and personal ambitions, downplaying other forces that are not so easily reduced to an easy-to-understand story. Yet if the media overplays personality as a force, it surely cannot be discounted entirely. Particular individuals do make things turn out differently, holding all other factors constant.

On both right and left, we see theories that put interests at the core of politics. Public choice theory on the right models political actors as self-interested; on this account (for example) public school teachers are not defenders of better education, but are instead just an interest group seeking higher salaries and easier working conditions.

On the left, the the substance of and differences between right-wing beliefs are deemed entirely or largely irrelevant, because these groups are seen just as defenders of corporate or other private interests. This is why Naomi Klein, for instance, can blur together neoliberalism, neoconservatism and corporatism. Norman Abjorensen is aware that liberals and conservatives differ, but on his account only on the means to their common end of the ‘protection of property interests’. Ideology is just empty rhetoric designed to make interest politics respectable.

Norman Abjorensen’s mess of a book

I’ve not thought much of Norman Abjorensen‘s work for a long time, but his latest book John Howard and the Conservative Tradition disappointed even my low expectations. It is a mess.

Abjorensen states himself to be in favour of popular sovereignty, and sees the efforts of liberals and conservatives to limit it to be their most important, from his perspective, feature. The great success of Australian conservatism, ‘has been to serve a ruling elite under a pretence of caring for all’. But after having run through some 19th century conservative resistance to the then maturing Australian democratic institutions, for the 20th century Abjorensen seems to have forgotten how he started. Much of the book is just a summary of the political lives and times of successive ‘conservative’ parliamentary leaders, with no particular emphasis on democratic developments or how the interests of the ‘ruling class’ were served.

In an unusual move, however, he has tacked on the end of the main text several previously published book reviews, and in one – on Clive Hamilton’s Silencing Dissent – the anti-democracy theme is developed. As I noted when that book was published, while the Howard government did not always deal ideally with its opponents, its overall account is tendentious. Vigorous debate continued throughout the Howard years, including constant and often vitriolic criticism of the government. And of course the democratic system smoothly removed the Howard government in 2007.

Did Katherine Wilson (aka Sharon Gould) hoax the wrong magazine?

As Jason Soon and Don Arthur correctly predicted yesterday, ‘Sharon Gould’ is left-wing activist Katherine Wilson.

Jason and I have a bit of a history with Wilson, having been involved in a lively 2006 debate at Lavartus Prodeo on think-tanks and the significance (or otherwise) of who funds them. Wilson tried to wipe her past by getting LP to delete her posts and comments, but it all lives on in the National Library’s archives.

The pieces of the story are really starting to fit together now. Wilson knows the right is evil, but she hasn’t actually read very much of what they say, and is vague on the differences between the various right-of-centre groups and magazines.

For a hoax using gullibility for pro-genetic modification views – Wilson is an anti-GM activist – the target should have been the IPA Review. The IPA has published lots of pro-GM stuff over the years (eg this). The more conservative Quadrant contributors, as I argued on Tuesday, are much less likely to be pro-GM, and indeed likely to be worried about the way genetic science is developing (Quadrant doesn’t have much on its website, but this is the kind of thing I am thinking of).

Of course, IPA Review editor Chris Berg does not have Keith Windschuttle’s reputation as a footnote fetishist, but to make the political point on GM foods he should have been the target. Wilson hoaxed the wrong magazine.
