Spreading ignorance of a carbon emissions trading scheme

After three weeks of nearly non-stop discussion of a carbon emissions trading scheme public knowledge of it is…decreasing! On 1 July, The Age reported that half those surveyed by a Galaxy Poll had either not heard of an emissions trading scheme or did not know what it was. Today another Age report, this time of an ACNielsen poll, finds ignorance at 60% (I think the inclusion of a ‘slightly’ understand option pushed up those willing to confess to being baffled by the biggest reform in a decade).

Overall, there is a similar pattern here to other polling, which shows that most people are, at least in principle, willing to pay more to reduce greenhouse gas emissions.

The only question in this poll to yield new and interesting information was on whether Australia should act regardless of what other countries do. A surprisingly high number – 77% – say yes, with 19% saying we should reduce greenhouse gas emissions only if other nations do. I’d like to see more polling that investigates whether people believe that Australia acting alone will have much of an effect or not. With most respondents admitting to at best sketchy knowledge, it is hard to know what factual assumptions are behind the answers they are giving.

Guy Pearse’s greenhouse conspiracy theory, the Labor version

Last year Guy Pearse, adopting the pose of a Liberal dissident, authored a 417-page conspiracy theory called High and Dry. The book argued that John Howard’s climate change stance was the result of the fossil fuel lobby and ‘neo-liberal’ think-tanks. Pearse’s imagination was running so wild on the CIS’s role that I was incorporated into the conspiracy, despite my silence on the issue.

I’m now wondering who will feature in the Labor version of High and Dry. Yesterday in Crikey (here for subscribers) Pearse said:

Kevin Rudd may not look like he’s following John Howard on climate change, but he may well be. The strategy and rhetoric are more polished, but the confusion between polluter interests and the national interest seems much the same.

While the CIS isn’t featuring in this version of the story (though perhaps when Rudd turned up a the CIS to give a speech attacking our beliefs it was really just a cover, and we control him too), the argument that this is about polluter lobby groups is still there.

Are the politics of climate change easier or harder than the politics of economic reform?

On the Sunday programme yesterday (about 6 minutes in), Laurie Oakes asked Ross Garnaut whether it was politically possible to implement the radical reforms needed to reduce carbon emissions.

In his reply Garnaut drew an analogy with trade liberalisation – a reform in which he played a distinguished part during the Hawke government. Public opinion has been consistently protectionist, Garnaut noted, yet politicians successfully implemented Australia’s transition from a highly protected to a largely open economy. They did so without major electoral consequences.

Garnaut argues that, politically speaking, we are starting well ahead of where we were with trade reform, since large majorities accept the need for change. Garnaut acknowledges the difficulties in moving from this generalised support for action to specific measures, but thinks it can be done.

The two issue starting points are, contrary to what Garnaut suggests, quite similar. The basic goal of the economic reform process – essentially to restore Australia’s economic prosperity – was a point of near-consensus, just as the need to do something about climate change is now. It was the means of getting there that generated controversy. Protection was a means, not an end, and we should not compare opinion on that with views on the goal of slowing or stopping climate change. In each reform case, we have a popular aim, but no easy way of getting there.

The real greenhouse denialists, part 3

George Megalogenis was in an optimistic mood when he wrote this analysis piece on Newspoll’s carbon emissions trading scheme survey. According to George:

VOTERS want to be led on the issue of climate change, and if leadership means higher prices at the bowser, so be it. …

A strong majority of voters (61 per cent) say a carbon emissions trading scheme could help slow global warming. Almost as many again (56 per cent) are prepared to pay more for energy sources such as petrol, electricity and gas under an ETS.

But another poll, also reported today but in The Age, found that half the population had either never heard of emissions trading or did not know what it was. Only 7% claimed to know a lot about it. This did not, however, stop 72% of voters telling Essential Media Communications (a left-wing PR and polling firm) that they supported a carbon emissions trading scheme.

The views of Liberal defectors

The SMH had a report yesterday on the results of the 2007 Australian Election Survey. It comes up with the following unsurprising findings:

? Industrial relations and global warming were the biggest vote-changing issues.

? Rising interest rates did not cost the Coalition as dearly as thought.

? Voters respected Mr Howard but were virtually in love with Mr Rudd, giving him the highest “likeability” rating in the survey’s 20-year history.

? Low-income battlers moved decisively back to Labor.

? The Coalition would have struggled under Mr Costello.

But the article doesn’t make use of a useful question in the AES, on which party the respondent voted for in 2004 (with a caveat, of course, on the reliability of 2004 memories). This question can be used to sort the views of people who defected to Labor in 2007 from those who were Labor voters anyway.

When we compare people who switched from Liberal to Labor between 2004 and 2007 with those who remained with the Liberals we can see that the former group was more anti-WorkChoices. Of the 19% of 2004 Liberal voters who voted Labor in 2007, 80% disapproved of WorkChoices. Only 23% of those who stayed with the Liberals disapproved of WorkChoices.

The real greenhouse denialists, part 2

As reported The Age this morning, the Climate Institute has released another of its regular public opinion reports. Climate change continues to be another case study in the difference between repeating the conventional wisdom back to pollsters and taking responsibility for an issue that, if the conventional wisdom is right, has consequences for the lifestyles of us all.

As in earlier research, the level of concern about climate change is very high, at around 90%. 80% want the government to give the issue a high priority.

It’s when we get to the solutions that, as usual, things start to unravel. Three-quarters support laws to ensure all new electricity comes from clean energy sources. 87% support 25% of electricity coming from wind and solar sources by 2020. As wind electricity currently costs twice as much as coal-generated electricity, that is going to add significantly to power bills – especially as a hefty carbon charge on coal is going to be needed to make wind power financially feasible.

But how much extra are people prepared to pay for electricity? Even with their previous answers creating pressure for personal responsibility, and no real cost involved, 28% of respondents said that they were not prepared to pay anything more for clean energy. Another 32% said they were only prepared to pay another $10 a month (or about 10% more if the last ABS expenditure survey is a guide). Only 7% were in the more realistic range of $40 or $50 a month (if we can assume some technological advance and economising in response to higher prices).

Back in the real world of politics, Kevin Rudd was today announcing a scheme to reduce rather than increase energy prices.

As I said last year:

This is the greenhouse ‘denialist’ problem – not a few conservatives arguing that climate change is a left-wing conspiracy, but a public that accepts the theory but rejects the consequences of their beliefs.

Greenpeace says that its Newspoll on greenhouse issues shows Kevin Rudd would make himself popular by taking radical steps to reduce Australia’s greenhouse emissions:

[Greenpeace head of campaigns Steve] Campbell said that this week Mr Rudd had the opportunity to show leadership at the Bali climate talks and help gain consensus on the 25-40% range of reductions.

“This poll shows that such a move would be extremely popular with the people of Australia, who delivered Mr Rudd a firm mandate at the last election, and want him to take even stronger action by reducing Australia’s emissions within his first term,” he said.

Actually, the poll (which to Greenpeace’s credit they make available in full) again shows how tricky this issue is for any governmment.

There is the usual overwhelming endorsement of action to reduce greenhouse emissions. It’s when we get to how this is to be done that, also as usual, things start to get complicated.

One question asks:

Do you agree or disagree that government should begin phasing out existing coal-fired power stations and replacing them with renewable energy generation within the next three years?

How effective is The Climate Institute?

Australia’s richest think-tank, The Climate Institute, has been carefully following the model set by board member Clive Hamilton’s The Australia Institute. It feeds the media’s love of public opinion surveys, even targeting the current election media frenzy with polling in marginal seats on climate change. It produces attention-grabbing semi-gimmick research, like their latest report which calculates superannuation costs if action on climate change is delayed (a male of my age will be $1,165.46 a year worse off in retirement, it says with all the spurious precision of economic modelling). Despite Clive’s strict insistence on leisure, both his think-tanks take advantage of slow news weekends to release reports on Sundays.

Yet despite all this the Climate Institute’s profile seems modest. The superannuation report had a bit of media coverage, but nothing like the masses of publicity the Australia Institute can often pull, particularly in the Fairfax papers and on the ABC. The Climate Institute is a new think-tank, of course, and it will take time to build a reputation. But I doubt it will ever do as well as The Australia Institute.

The basic problem is summed up in its statement of purpose:

Established in late 2005, The Climate Institute has a five-year goal of raising public awareness and debate about the dangers to Australia of global warming and to motivate the country to take positive action.

Is the CIS to blame for Australian greenhouse policy?

I was rather surprised to find myself mentioned in the latest greenhouse book, Guy Pearse’s High and Dry. But there I am, on page 244. How I managed to make any appearance in a book on an issue that is a very long way down my list of interests requires some explanation.

High and Dry
analyses why (at least until recently) the PM was a climate change sceptic. From what I have read, it is a more detailed version of Clive Hamilton’s book Scorcher, arguing that the influence of the fossil-fuel industry and ‘neo-liberal’ think-tanks explains the PM’s stance (Hamilton, one of Pearse’s PhD supervisors, draws on Pearse’s research).

To argue that ‘neo-liberal’ think-tanks influence Howard, Pearse has to show their connections to the government. And this is where I come in:

Andrew Norton, while not so vocal on greenhouse policy, is another at CIS with close links to the Howard government. He was once an adviser to former environment minister David Kemp.

‘Not so vocal’? ‘Not vocal at all’ would be closer to it. So far as I can find, my only expressed opinion on greenhouse policy was this passing reference in a blog post this February that does not support Pearse’s case:

A singeing from Scorcher

Clive Hamilton is back on the new releases shelves with another book, Scorcher: The Dirty Politics of Climate Change. I’ve dipped into it today, and while there is much criticism of the ‘right-wing’ groups that with the ‘greenhouse mafia’ of fossil fuel industry groups Hamilton believes persuaded the government to go slow on climate change, the initial chapters also have a distinct resemblance to public choice theories favoured by many on the right about how special interest groups capture the political process.

Of course there were other reasons why the government was always likely to lean to the sceptical side of the climate change debate. Industries that produce high levels of greenhouse gas are an important part of the Australian economy, and have contributed significantly to our current prosperity – no government is likely to jeopardise this lightly. As I argued last year when examing polls on the issue, while the public seems to have accepted the alarmist view of climate change, it still seems well short of accepting the measures needed to deal with it. The political commotion that goes with every oil price spike shows how hard it’s going to be to take this issue from abstract principle to practical policies.

Also, there were tribal political reasons for doubting the views of some climate change proponents. As I noted in my review of Hamilton’s Affluenza, he is part of a political tradition that has never much liked modern industrial society. Climate change is a godsend for such people, because it gives them a scientifically respectable way – a way consistent with modern thinking – to oppose material consumption. The instinct of those who like modern industrial soceity would always be to doubt what people like Hamilton say.
